If you're looking for a one-word answer to “who should inspect a crane?” you're not going to get one. The right answer depends on the situation: who owns the crane, how it's used, what happened to it recently, and which inspection you're talking about. But it's not vague. After managing roughly $200,000 in annual equipment spend for a 130-person construction company for six years, I've found that crane inspections split into three scenarios, and each one has a clear owner.

Who Should Inspect a Crane? The Three-Scenario Answer

Before I get into the scenarios, let me make one thing clear: I'm not a safety engineer. I'm the person who approves the inspection invoices. That means I've had to learn the difference between a checklist and a real inspection, and I've paid for that lesson more than once.

There are three times you need to answer who should inspect a crane. On a daily basis, for a scheduled compliance check, and after an incident or repair. Each is a different job.

Scenario 1: Daily Pre-Use and Shift Inspections

For a crane that operates on a normal workday, the first inspection is usually performed by the operator or a designated competent person. OSHA's construction crane standard defines a competent person as someone with the training and knowledge to identify existing and predictable hazards. That doesn't need to be a third party. It needs to be someone on site who is awake, qualified, and willing to slow down the start of the day.

What should they check? Wire rope, hooks, control limits, air pressure, hydraulic leaks, outriggers, and the load-indicating system. The manufacturer's operator manual is the baseline. I don't just ask our operators to “look at the machine.” I ask them to use the same discipline they'd use for a pre-flight check. A wire rope with a broken strand is a shutdown, not a nice-to-know.

From a budget perspective, the daily inspection is nearly free. It's ten minutes of labor, and it catches the small stuff before it becomes a line item. The most expensive daily inspection is the one I never paid for.

For a crane that's used on a regular basis, an annual comprehensive inspection is standard. Depending on the unit's age, use, and environment, you may need a periodic inspection more often. The person doing that inspection should either be a third-party agency, a manufacturer-authorized technician, or a professional engineer with crane-specific experience. ASME's B30 standards are the engineering playing field; OSHA tells you who can play.

Why third-party? Because independence matters. An in-house inspector is under pressure to sign off so the work crew can start tomorrow. A rental company's inspector may be under pressure to keep the machine billable. A third-party inspector doesn't care about your schedule. They care about the standard.

If your fleet includes a bucket truck, apply the same logic. In many jurisdictions, a bucket truck that lifts a person requires an inspection process that's closer to a crane than to a dump truck. Honestly, I'm not sure why some states still let a general mechanic sign off on a bucket truck. My best guess is the rules were written before boom trucks and bucket trucks became as specialized as they are now.

What should you look for in this inspector? The same thing I look for in a vendor quote: proof. The report should include the inspector's certification, the standard used, the date of their own instrument calibration, and a list of what they did and didn't inspect. If the report is a one-page form with checkmarks, it's not an inspection. It's a bill.

Scenario 3: After an Incident, Near-Miss, or Major Repair

This is the scenario where people try to save money and end up losing the most. After a crane experiences a near-miss, an overload, a hard landing, or a component replacement, you need more than a general inspector. You need someone who understands the structure and the repair history of that specific model.

A manufacturer-authorized service technician is the best call for anything involving structural or hydraulic components. If a boom cylinder was replaced, if a turntable bearing had to be adjusted, or if a wire rope was changed, the inspection has to go beyond the visual level. The same applies if you're using an attachment that becomes part of the lifting system.

A skull crusher attachment suspended from a hook is a good example. The attachment itself, the pins, and the rigging all become part of the load path. That means someone who understands the attachment's wear limits has to inspect it, not just someone who knows how to inspect a crane hook.   • Can you verify the inspector's work? If the inspector's report doesn't include photos, measurements, or a cert number, you haven't inspected the crane. You've paid for a guess.

The Cost of Guessing Wrong

I only believed in independent third-party inspections after skipping one. The in-house mechanic did the annual check, signed the sticker, and two months later the operator found a cracked pin on the boom. The repair cost $4,800. The third-party inspection would have cost $1,200, and it might have caught the crack during the scheduled window.

They warned me about hiring an inspector based on price. I didn't listen. The “cheap” annual inspection ended up costing 30% more than the “expensive” one after we chased the defects it missed. Now I treat a low quote on an inspection the same way I treat a low quote for a hydraulic pump: it's not a saving, it's a risk.

And when you're planning your maintenance budget, don't just budget for the parts. Budget for the certainty of knowing who inspected the machine and what they actually looked at. That's the line item that makes every other part of your equipment strategy work.
